I think they're still trying to solve structural and heat issues, hence the open sidewalls. With closed sidewalls, heat apparently builds up and can compromise the structure when driving at speed on pavement, so they leave the sidewalls open for cooling. They have to work that out because snow and debris building up inside the wheel structure will mess with balance and ride quality, and potentially safety and structural integrity of the tire at speed.
I think you can buy airless tires for ATV / Quads now, and maybe mountain bike tires? The mountain bike tire reviews I saw a long time ago were not complimentary, but larger off road tires used in low-speed applications should work out quite well.
