Got the same problem, other 2 are flush and the other one is semi erect

Both on the outside seats appear to be spring loaded so when pushing them down they pop back up. However, the one on the nearside stays down only because the seat fabric is snug enough to keep it from popping up:
and pushed down:
The one between the 1/3 and the 2/3 seat bases stays up. Or erect as RR would say.
