probably an inexperienced caravanner either towing with an inadequate towcar or loading their caravan poorly.
Having towed our twinaxle for over 6 years, all places (stupidly narrow lanes, french motorways to the med twice) we have never experienced instability.

Also blamed south bound drivers for taking photos and rubbernecking for delays!
