Different Approach When Buying a Discovery in Australia
I accidentally downloaded an Australian brochure and price list for MY 23.5 and it appears that when buying there that you can choose virtually any combination of optional items, with a few exceptions. You can view it here:

I wonder why this privilege isn't extended to the UK?

They have gone completely the wrong way in the UK.
Strangely, the Defender still lets you spec individual options, and more of them, or it did last time I looked anyway, while the Discovery just has a few option packs.
And as for charging you £1000 to downsize from 22" wheels

Uk 23.5my configuration was very similar to the Australian 23.5my brochure in your link. When configuration was updated to 24my, that's when individual options mostly got bundled into packs, I would guess Aussie 24My will be packs also as I guess its been done to reduce build complexity.
