There are a number of cases in the UK ...it's a fixed penalty ticket. Some Mercs have the capability of being locked with the engine running with no keys in the motor and they have been ticketed.
Also the council can probably nab you for idling under The Road Traffic (Vehicle Emissions) (Fixed Penalty) (England) Regulations 2002

13. An authorised person who considers that a stationary idling offence has been committed may, in accordance with Part 7, issue a fixed penalty notice to the driver of the vehicle.

I would argue that when it was left the engine was stopped. It only states that it can’t be left with the engine running

I have an Eberspacher installed from Land Rover, but I can not change runtime settings (I need this one a lot), temperature, heat/cold settings. I had all that settings on my previous car, but I had a Webasto module.
Maybe it is possible but I don't know how?
