I've been told by LR I need to speak to Car Care Plan but trying to actually get through to someone seems impossible.

The original owner needs to contact them to transfer the warranty to you. Going to guess the non-LR dealer has just assumed you can do their work
Try contacting them on that email, and they should at least be able to confirm that a policy is still active for your car, and what you need to do to get it transferred if it hasn't been cancelled. -
